The Dimapur City Police Commissionerate has successfully completed 5 (five) years after its inception on 15.04.2015 and I am very delighted to present an editorial note for the Dimapur Commissionerate Official Website.

By virtue of being the main commercial hub in the state of Nagaland, Dimapur City is home to varied section of people owing to both intra-state and inter-state migration where people flock in search of economic opportunities, education and health facilities. Given this mixed demographic profile and the ever increasing growth of the urban centre, certain amount of anonymity has crept in the city, resulting in proliferation of crime and law order problem; and disturbances and tranquillity.

To keep pace with the ever evolving character of the city, the Dimapur City Police Commissionerate has underwent a massive organisational restructuring with the DIG LEVEL officer designated as the Commissioner of Police, with three DCP’s, Three ADCP’s and ten ACP’s, resulting in Officer oriented policing with functional specialisation and domain expertise including Crime Work, Investigation, Crowd control, VVIP security, Surveillance, Intelligence, Cyber Crime, Traffic Management, Community policing, Social Media Monitoring, Disaster Management and Technological up-gradation for crime prevention and detection.

Further, it has resulted in better incidence response and visible police presence with increase man power. However, despite the increase in man-power, the police-public ratio remains low in Dimapur, and the gap is sought to be augmented by CCTV coverage in the city, increase mobile units with GPS fitted vehicles, manning the city 24x7, body worn cameras for foot patrolling etc.

The total number of heinous crimes – murder has shown a decrease from 28 in 2015 to 05 in 2020, a reduction of 80%, likewise kidnapping/abduction a decrease from 69 in 2015 to 08 nearly 88.41% reduction in 2020, whereas extortion a decrease from 137 in 2015 to 34 in 2020, a reduction of 75.2% , liquor prohibition act cases a decrease from 119 in 2015 to 43 in 2020, a reduction of 63.87 % , NDPS cases a decrease from 19 in 2015 to 11 in 2020, a reduction of 42% etc indicating a pro-active police prevention and detection capabilities.

Besides, with the Commissionerate System the regulatory and licensing with regards to arms and ammunition, explosives, SARAIS act has been carried out with focus and responsibilities and with single window clearance for verification/ Passports etc with improved service delivery and improved citizens’ satisfaction.

In the last 5 (five) years despite the ever-increasing vehicular and people population Traffic Management has seen huge improvement with increased man power, improved signage, barricades, dividers and other innovations coupled with strict enforcements and penalty’s. Dimapur City with its failing and unplanned infrastructure continues to pose a serious challenge to traffic regulation; however the traffic police continue to shoulder the responsibilities day in and day out.

In conclusion, Good Governance is a collaborative effort between the Law Enforcement Agency, Civil Society and Public. Therefore, the Dimapur Police Commissionerate strives to achieve safety and security for the common man through the active participation, robust feedback mechanism and constructive criticism and suggestions from the citizen of Dimapur.
