Commissioner Message

It gives me immense pleasure to present a forward to the Dimapur Commissionerate Official Website. Dimapur, the commercial hub and the nerve point of trade and commerce in the state of Nagaland is one of the fastest growing urban centres in the region. Dimapur is pre-dominantly settled by Naga Tribes and increasing migrant work force from different parts of the country in search of economic opportunities. Given the demographic profile and the ever increasing footfall in the city, certain amount of anonymity has crept in the city, resulting in proliferation of crime and attended law and order problem and disturbances to public order and tranquility.

Given the backdrop, the GOVERNMENT OF NAGALAND notified Dimapur district as a Police Commissionetrate and the system has been functional since 15-04-2015, becoming only the second city after Guwahati, Assam to be introduced with Commissionetrate system of policy in the entire North-Eastern region.

Consequently, there has been a massive organisational restructuring with the DIG LEVEL officer designated as the Commissioner of Police, with three DCP’s, Three ADCP’s and ten ACP’s, resulting in Officer oriented policing with functional specialisation and domain expertise including Crime Work, Investigation, crowd control, VVIP security, Surveillance, Intelligence, Cyber Crime, Traffic Management, beat system of policing, Social Media Monitoring and Technological up-gradation for crime prevention and detection.

Further, it has resulted in better incidence response and visible police presence with increased man power. Despite the increase in man-power, the police-public ratio remains low in Dimapur, and the gap is sought to be augmented by CCTV coverage in the city, increased mobile units with GPS fitted vehicles, manning the city 24x7, body worn cameras for foot patrolling etc.

The total number of heinous crimes – murder has shown a decrease from 28 in 2015 to 17, a reduction of 39%, likewise rape cases, a decrease from 15 in 2015 to 08 nearly 50% reduction in 2017, whereas extortion, liquor prohibition act, NDPS cases etc have shown an increase, showing a more pro-active police with better prevention and detection capabilities.

Besides, with the Commissionerate System the regulatory and licensing role with regards to arms and ammunition, explosives, SARAIS act are been carried out with focus and responsibilities and with the single window clearance for verification/ Passports etc with improved service delivery and improved citizens’ satisfaction.

Traffic Management has also seen some semblance of improvement with increased man power, improved signage, barricades, dividers and other innovations coupled with strict enforcement and penalty. Dimapur City with its failing and unplanned infrastructure continues to pose a serious challenge to traffic regulation; however the traffic police continue to shoulder the responsibilities day in and day out.

The Dimapur Police Commissioner endeavours to interact with the citizens and remain open to a robust feedback mechanism and constructive criticism and suggestions. In the process we seek to have our imprint in social media through our website and Facebook account as we seek to bridge the gap with the citizens, who we are there to serve.
FINALLY, the safety and the security of citizens is a collective concern of the society, we seek your continuous cooperation and support, as Dimapur Police Commissionerate endeavour to make Dimapur as Safe and Secure City for all Law abiding Citizens.
